Program Overview

Humber’s Public Administration graduate certificate program is the first of its kind in Canada providing all of the knowledge, skills and experience graduates need to become successful public service employees. Designed and taught by public administration professionals, this program is your key to succeeding quickly in a public sector job. You will receive advanced training in communications, policy analysis, project management, information technology, public finance, governance, leadership and human resources management. Experienced faculty, most of whom currently work in the public sector, will guide you through the core of the curriculum, with guest speakers addressing specific topical issues. The practical, skills-based curriculum provides the foundation for long-term career success by exposing you to the primary activities of public administration and by providing networking opportunities with civil servants from across the sector.

Learning Outcomes
Upon successful completion of the program, a graduate will:

  • Describe the machinery of government in Canada, including the roles and responsibilities of executives, legislatures and the judiciary, as well as the relationships between all levels of government.
  • Define ethics and values which are key to public administration and explain how they apply at all levels of public administration.
  • Explore and compare public administration practices found in industrialized countries, especially member states of the European Union and the United States.
  • Discuss current issues affecting Canadian public administration and examine how those issues are managed from a public management perspective.
  • Discuss key elements of strategic planning processes and examine how these apply to public administration.
  • Understand and relate to governments from two perspectives: as business entities with strategic plans, budgets, and core businesses; and as organizations composed of complex human behaviour.
  • Explain key economic and finance concepts such as externalities, public and private goods, deficit financing, debt repayment, and fiscal federalism.
  • Demonstrate how governments plan, manage and report on the collection and expenditure of public funds.
  • Discuss information technology and software applications used in public administration as well as current information technology issues faced by public sector IT managers.
  • Prepare and manage human resources in public administration, including the preparation of HR plans, recruitment and selection processes, supervisory skills, negotiating skills and conflict resolution skills.
  • Describe the role that communications plays in the public sector and work with stakeholders and partners to meet the information needs of the public, the media, political staff and the bureaucracy.
  • Examine how governments develop, implement and evaluate programs in general and learn how to use specific research and analysis tools to contribute to that process in particular.
  • Identify the methodological and conceptual issues associated with evaluating and maintaining quality services in the public sector.
  • Identify the skills and knowledge required by project managers and project management teams in the public sector.
  • Understand and fulfill leadership responsibilities in the public sector by assessing individual leadership traits and behaviours and apply this understanding to the broader theories and concepts of leadership.
  • Understand, contribute to, and manage partnerships in the public sector, broadly defined.

Work Placement

  • You will gain on-the-job work experience with an eight-week (minimum) work placement within the public sector. With faculty support, you will find placements with an appropriate organization.

Entrance Awards & Scholarships

2025 President's International Entrance Award

International Entrance Scholarships

To support students starting their educational journey at Humber, as of April 14, 2025, international applicants currently living outside of Canada who do not yet have a Humber DLI study permit are eligible for consideration for the President’s International Entrance Award. 

International students who apply to an eligible full-time Humber program starting in Fall 2025 or Winter 2026, accept their offer of admission and submit their study permit application to IRCC between April 14 and June 13, 2025, may receive a $2,000 bursary. 


To receive and retain the award, applicants must: 

  • Accept an offer of admission to a full-time program at Humber (not including the English for Academic Purposes program)?before June 13, 2025. The offer must be for a program starting in Fall 2025 or Winter 2026. Applicants with a prior Fall 2025 or Winter 2026 application or 2025 PAL, issued before April 14, 2025, will not be considered. 
  • Apply for a study permit before June 13, 2025. This will be confirmed by Humber through IRCC’s Letter of Acceptance (LOA) verification process. 
  • Pay the $3,000 deposit by the due date on the LOA. 
  • Pay the remaining program and ancillary fees by the due date on the LOA. 
  • Register and remain enrolled as a full-time international student paying international fees past the withdrawal deadline (the 10th day of classes) for the awarded start term. 
  • Not receive a refund of the fees paid for the awarded start term. 


Please Note:

  • If these conditions are not met, the award will be revoked. 
  • The award is granted only once per student across the two eligible start terms (Fall 2025, Winter 2026). 
  • The award is non-refundable. If the award results in an overpayment of fees, the excess funds will be automatically applied towards fees for the next semester.

New students starting their Diploma and/or Advanced Diploma studies are eligible for consideration for an international entrance scholarship at Humber. This scholarship offers a CAD 2,000 reduction in tuition fees during the first two semesters of study (CAD 1,000 per semester).


Further details of this scholarship are:

  1. Humber may consider high school students who have demonstrated academic excellence for the international entrance scholarship, but due to the limited number of scholarships available, only those with the highest GPA (Grade Point Average) will be awarded. Humber's admissions team will calculate the GPA based on the high school transcripts received during the admissions assessment process. No separate application is required for the International Entrance Scholarship, as the awards are automatically granted to eligible candidates after they commence their studies. 
  2. A total of 20 scholarships will be awarded to new students starting in September, 15 scholarships will be awarded to new students starting in January, and 5 scholarships will be awarded to new students starting in May. Per every starting semester, each recipient must come from a different country. In other words, no more than one student from any single country may receive the award within the same starting semester. 
  3. The award will be applied towards the student's MyHumber account as a credit after the 10th day of classes in two instalments of CAD 1,000. Both payments will be applied to the second semester. The scholarship recipient is still required to pay the full amount for the first semester. 
  4. Only successful recipients will be notified after the Day 10 of their 1st-semester studies.

 

 

Degree Scholarships

Bachelor's Degree Scholarships

Degree Transfer Scholarships ($1,500 - $2,500)

Bachelor's Degree scholarships are available to students coming directly from high school/secondary school studies, who are non-transfer students (i.e. haven't attended college or university, or studied in Humber's EAP program), and are unlimited in quantity. 

Humber awards degree scholarships automatically to graduating high school students based on academic achievement.

Humber automatically awards degree transfer scholarships to students entering any Humber degree program who have completed a one-year Ontario college certificate* or a two- or three-year diploma with a GPA of 80 per cent or more from a publicly-funded college. Students who have achieved a program GPA of 80 per cent or more will be awarded a one-time scholarship of $1,500 for a certificate program or $2,500 for a diploma program in recognition of their academic achievement. Certificates and diplomas do not have to be related to the degree program of choice and are not tied to the eligibility for advanced standing or transfer credit. No application is required.

Onshore Incentives: Student Bursary & Agent Bonus 

Students currently residing in Canada who apply may be eligible for a one-time $1,000 bursary. This applies to the following intakes: May 2025, September 2025, and Winter 2026. 


Eligibility Criteria: 

  • A Canadian residential address must be provided at the time of application. 
  • The bursary is awarded on a first-come, first-served basis based on the offer acceptance time. 
  • The bursary will be disbursed after the 10th day of enrolment in each respective term.
